The following further describes the issue.
On March 18, 2014, The Kosher Consumer Advocate had a conversation with Mr. Tzvi Davidowitz, owner of the Lakewood Matzoh Bakery. Mr. Davidowitz declared the following:

In previous years the Lakewood Matzoh Bakery had baked matzos over 18 minutes and sold it commercially to a specific customer.

This year, due to consumers protesting the bakery's practice, the bakery did not bake matzos commercially over 18 minutes. However, the bakery did continue to bake over 18 minutes non-commercially.
The Kosher Consumer Advocate has verified that the matzos that were baked over 18 minutes were baked together with the regular 18 minute matzos destined for regular commercial sale.
